Educational Programs and ServicesParents enrolling their children in Ottawa-Carleton District School Board elementary schools in Goulbourn, Rideau and West Carleton have a number of program choices available to them. In addition to the Regular English program, there are several French immersion programs. The Early French Immersion program begins at Senior Kindergarten, but students who will be entering Early French Immersion may register at their designated Early French Immersion school for Junior Kindergarten, which is the same for all students. The Middle French Immersion program begins at Grade 4, and is now offered in Zone 1 at Stonecrest Elementary School (serving the West Carleton area), Kars Public School (serving the Rideau area), and Richmond Public School (serving the Richmond and Munster areas). Students from Stittsville and from rural Kanata are currently directed to Katimavik Elementary School in Kanata for Middle French Immersion. Late French Immersion, beginning at Grade 7, continues to be offered at Goulbourn Middle School (serving Stittsville, Richmond, Munster and rural Goulbourn) and at Rideau Valley Middle School (serving the Rideau area); Late French Immersion students from the West Carleton area are directed to Stephen Leacock Public School in Kanata. In December 2007, the Ottawa-Carleton District School Board decided to phase out Late French Immersion and expand access to Middle French Immersion; September 2010 is the last opportunity for students to enter Late French Immersion at Grade 7; when these students complete Grade 8 in 2012, the Late French Immersion program will no longer be provided. Beginning in September 2010, the Ottawa-Carleton District School Board is phasing in the new full-day Early Learning Program for Junior and Senior Kindergarten. North Gower/Marlborough Public School is the only Zone 1 school included in Phase 1, beginning the program in September 2010. In Phase 2, beginning in September 2011, the Early Learning Program will also be provided at Munster Elementary School and at the new elementary school at 111 Hartsmere Drive in south Stittsville. Where there is sufficient registration, an extended-day childcare program will also be provided at Early Learning sites. Unfortunately, there was insufficient enrolment to offer the extended-day childcare program at North Gower for September 2010. South Carleton High School and West Carleton Secondary School offer the full range of compulsory courses for Grades 9 to 12, as well as a good selection of elective courses to complete the requirements for the Ontario Secondary School Graduation Diploma, including French immersion programming. The Frederick Banting Secondary Alternate Program located in Stittsville serves highly motivated students who, for a wide variety of reasons, need programs with a degree of flexibility that is not normally available in a regular secondary school. Secondary students may apply to enter Grade 9 in specialty programs, which include vocational programs (Sir Guy Carleton Secondary School in Centrepointe), fine arts programs (Canterbury High School in southeast Ottawa), the International Baccalaureate program (Colonel By High School in Beacon Hill) and the High Performance Athlete program (John McCrae Secondary School in Barrhaven). Special education support is available for students who are identified as having special needs. Many students can be well served through the Special Education Resource Teacher or Special Education Learning Centre in their local school. Students whose needs cannot be met in the local school may be directed to more specialized classes in schools outside their home community, in which case transportation is provided. Secondary students identified as Gifted may choose to attend Bell High School in Bells Corners for secondary gifted programming. English-as-a-Second-Language support is provided on an as-needed basis for students whose first language is not English.
